That means, since your armor choices effect your shield total, you can wear certain armor to boost your shield, which in return make the GSB or Barrier bonuses increase.

It makes sense. You can do Jacob's loyalty mission early in the game to learn Barrier. But, you can't do Legion's loyalty mission until close to the end of the game.
