In return, Franky tells him a little about Tom's contributions to Water 7. Usopp believes that the person who repaired the Going Merry in Skypiea was really the Going Merry itself.
Franky says that the ship was inhabited by a spirit who enters ships who are dearly cared for. The spirit repaired their ship just enough for them to reach the next island. The doorbell rings from the sea side and CP9 enter. CP9 discover Franky's hidden room and he fears they'll trample his memories. Franky's flashback Spandam, a CP5 representative, was determined to get Tom proven guilty in his trial so he could get the blueprints.
As Franky walked into the town, people from the government began to attack with the battleships he had personally constructed. Tom and Iceburg run to their shipyard where they are attacked by two ships which also destroy the others.
Iceburg tells Franky that he has to take responsibility or he will never forgive him. Franky's flashback Franky said that if a ship of his were to be used as a weapon, then it's no longer one of his ships. That enraged Tom and he punched Franky for the first time, telling him he had to take pride in the ships he created. He then told the judge that he would accept the punishment for both his previous crime and the recent attack.
Franky tried to stop the train to Enies Lobby with his bare hands. Chopper escapes the burning building with Paulie and Iceburg on his back and collapses outside.
Iceburg makes it clear to Nami that Robin wanted to recover the blueprints and to do that, she wanted her companions to leave the island without her. Nami rushes to tell Chopper so they can go looking for the rest of the crew. Elsewhere, the foremen let go of the Going Merry so she would be destroyed at sea.
Paulie helps clear the name of the Straw Hats but does not tell the mob everything he knows. He gets the mob to follow Chopper so they can search for the rest of the crew. Nami goes her own way so she can rush to the Sea Train. As Nami nears the station, Sanji, ahead of her, approaches the train. Nami and the conductors are rescued by Paulie when the Aqua Laguna floods the main station.
A man hands Nami a letter he found from Sanji. It informs her that Usopp, Franky, and he are on board the train that had just departed. On board, he storms the cars. High up in the city, Nami speaks with Kokoro and spots Luffy, stuck in between two buildings, in the back streets where the Aqua Laguna will hit first. The story is divided into two halves: in the first, Buggy the Clown makes trouble in the town where Detective Luffy is stationed, and in the second a mysterious girl named Vivi appears.
These stories feature cameos from several minor characters in the normal series. Surprisingly the "Oyabun" Boss specials did not stop there as five more specials were made following the first one, mostly as Christmas and New Years specials as well as fillers once in awhile. Nami finally reaches Luffy and tells him that he needs to hurry before Robin reaches Enies Lobby. Chopper finds Zoro and hands him the Sandai Kitetsu so he can escape the chimney. Luffy pushes apart the buildings he was stuck between and Paulie grabs them all so they can escape the Aqua Laguna's massive wave.
Sanji fights his way through another train car and finds Usopp and Franky. The Franky Family shows up, pleading with Luffy to let them join them because they'll do anything for their leader. The Rocket Man finally makes it out to sea. As the train connects with the tracks, Luffy has to rescue Chimney before she's thrown off by the wind. In the meantime, Iceburg has a flashback about when he finally met Franky again in Water 7. With Luffy and Chimney safe in the train, Paulie tells his fellow carpenters who the real culprits were.
Luffy and Zoro perform a move that acts similar to a cannon and blasts a hole through the wall of the tidal wave ahead of them, opening up a channel for them to pass through. They miraculously pass through unscathed and the passengers rejoice. Sanji contacts the rest of the crew and fills them in on his current situation. Usopp separates from them but later, when Sanji and Franky are spotted, a man named Sogeking comes to their rescue.
The Straw Hats reach an island where an old folktale tells of a vast treasure. The crew teams up with the island's chieftain, and eccentric inventor named Ratchet, in order to solve the riddle, but Ratchet has something else in mind for the island. Sogeking makes his grand entrance. Franky and Sanji aren't fooled by his costume but they try to humor him. They devise a plan first, then detach the last two cars and fight their way through the rest.
Back in the Rocket Man, Luffy, Zoro, Nami, and Chopper get an outfit change; Nami shows off the weapon Usopp upgraded for her while he was still with them. Franky's fight with Nero continues. Nero discovers that Franky's weak spot is his back, so Franky lies down flat so he cannot get to it. Nero demands that he fight seriously, so Franky gets up to perform his "Centaur" form.
Sogeking talks with Robin and tells her that the crew knows about her reasons for leaving. Those on the Rocket Man encounter the discarded cars and Zoro slices them so they can pass. Zoro clashes with "Ship Cutter" T-Bone. The fight is short and Zoro joins the crew again in the Rocket Man. Franky finally gains the upper hand against Nero and defeats him. After beating their respective opponents, Franky and Sanji stand to fight against the other CP9.
After hiding under Robin's cloak for a few episodes, Sogeking finally shows himself. They stumble into the room with the CP9 and meet with Sanji and Franky. Sogeking produces a smokescreen. The four head into another car, detach it, and escape.
It's not long before Blueno pulls their car back, though. Franky knocks down the wall so they can escape but ends up on the enemy car. Blueno opens a door then back in the Straw Hat car. Robin willingly follows Blueno into his improvised door and Sogeking and Sanji are left alone. For a while, Blueno explains a little of Robin's past involving the Buster Call. Back at the Rocket Man, Yokuzuna the frog jumps onto the front of the train, knocking them from the rails.
After Kokoro speaks with him, he joins the group. Paulie sits down with the group and talks about their plan. Luffy does not bother to follow the plan, and slingshots himself beyond the gates before the train stops. Spandam is informed that an intruder has entered the area.
Luffy confuses the Marines guarding the entrance gate by manipulating one of their own comrades to fight against them. The rest of Luffy's group come in after he already slingshot himself over the gates.
Because they aren't all quite as limber as Luffy, they have to band together to get inside. Spandam receives an incomplete report about Luffy and believes that he's no longer a threat. The Cipher Pol 9 members meet with Spandam and it looks more like a comedy routine than a briefing. While Robin and Franky are brought before Spandam, Luffy blasts his way through another wave of marines.
In order to get past the gate, Zoro orders that they just keep going. Yokozuna the frog bends down the outside gates and they fly over the gate inside. The Rocket Man flies over the gate and the point of the train smashes into Oimo's back, knocking him out cold.
As the title of the episode suggests, the Straw Hats enter an all-out war to catch up with Luffy, albeit a humorous one; Sanji and Zoro bicker over who's more dangerous, Nami injures her own comrades with her improved weapon, and Sogeking fails at being a decoy.
The Houbantai show up to stop them and the foremen of Galley La stay behind to fight. Robin questions why Spandam was given rights to the Buster Call. The CP9 plan to kill the Straw Hats because they violated the original arrangement; that they entered Enies Lobby after leaving Water 7. Back in the fray, Franky's Giant Bulls talk with Chopper. He translates and they notice that Sogeking is not with them anymore.
Elsewhere, Blueno appears before Luffy. For a while, Sogeking talks with Oimo about how he and Kaashi came to support the marines and hears a familiar story. The majority of the episode is a Little Garden flashback. Soddom the Giant Bull takes severe damage and urges those riding him to run before he collapses. Back at the fight between Blueno and Luffy, Luffy throws the first punch to initiate the battle. Kokoro contacts the Straw Hats by way of Nami's baby den den mushi.
The Franky family decide to lower the inner bridge so the others can enter the courthouse first. After Gomorrah is blinded, Sogeking arrives with the giants as back up. Shortly after, Gomorrah tells those riding him to hold on, as he plans to take them to the courthouse.
Although Gomorrah was blinded, he continues to rush ahead. Spandam receives word of their progress right as the Straw Hats reach the gate. Zoro slices right through it and while up top, Luffy activates "Gear Second". The Straw Hats enter and Yokozuna the frog and the Franky Family stay behind at the door to watch their backs.
The three-headed judge attempts to stop them but the Franky Family holds him off. Franky helps Robin escape from their chains and they make it outside to see Luffy. Luffy wants to come over to rescue Robin but she tells him to stay, that she only wants to die. Below, as Yokozuna falls, the giants come to cover. All the Straw hats arrive on the roof, and ask Robin to return. She meets the giant Saul who has washed up on the beach. Meanwhile, Spandine is just off the coast of Ohara.
Robin continues talking with Saul, and Saul is shocked to learn that Robin is Nico Olvia's daughter and that he is on Ohara. Olvia returns to Ohara to warn the other scholars that the World Government's forces are headed there. She decides not to reveal herself to Robin, not wanting her daughter to be branded a criminal because of her. CP9 arrives on the island, capturing Olvia and rounding up the scholars. Clover reveals that the Poneglyphs were most likely carved by an ancient country in order to prevent their enemy, the World Government, from completely erasing their history, but is shot by Spandine, who then activates the Golden Den Den Mushi.
Robin recognizes Olvia as her mother, but Olvia denies it, causing Robin to admit that she is an archaeologist and can read the Poneglyphs. The Buster Call commences, and, after a tearful reunion with her daughter, Olvia entrusts Saul with Robin's care.
Robin finishes her story and says that while she considers the Straw Hats her friends, she believes that one day, they will be no longer able to protect her from her pursuers, and betray her like the others did.
After Spandam points out that taking in Robin means declaring war on the entire world, Luffy tells Sogeking to shoot the World Government flag. Sogeking uses his Sure-kill Firebird Star to burn up the flag, declaring war on the world for Robin's sake. Robin, moved by the depth of Luffy's action, cries out that she wants to live and return to the sea with Luffy, and Luffy and the others prepare to do battle with CP9 and save Robin. Franky reveals that the Pluton blueprints are with him and burns them in front of Spandam, saying that he's betting it all on the Straw hats. However, Fukurou reveals that one of the CP9 members has the key to Robin's handcuffs, and will not say which, so the Straw Hats must fight every member to find the key.
Meanwhile, Chimney follows Spandam and Lucci down a secret corridor. Zoro begins his intense battle with Kaku, and Sogeking fails to retrieve the key from a sleeping Jabra. Kaku reveals his Devil Fruit power and causes the floor to collapse in the process.
Meanwhile, Luffy searches high and low in the Tower of Justice, and attempts to cross the whirlpools to the Bridge of Hesitation. Nami barely escapes from Kumadori, stealing his key in the process. Kaku utilizes his new body to cut the Tower of Justice in half, and Sanji attempts to get the key from Kalifa. Nami becomes Kalifa's opponent, Kumadori is trapped in a fridge by Chopper, and Luffy demonstrates a new power, and becomes temporarily small.
Meanwhile, Franky spars with Fukurou in an attempt to get to the kitchen to power up with Cola. Zoro has to fight with Sogeking in his right hand against Kaku and Jabra. Meanwhile, Franky gets cola and ends his battle with Fukurou. Chopper's first Rumble ball wears off, his second fails, and he is forced to break a promise to Doctorine.
Chopper uses his a third Rumble Ball in a row and transform into his most powerful and deadly form: Monster Point. Buggy tries to sell Rika as a slave to make up for Pandaman's debts, who Buggy thinks is Rika's father. Meanwhile, Luffy finally catches up with Spandam, Lucci and Robin.
He also accidentally informs everyone on the island of the coming destruction. However with the distraction from Chopper in monster point, Nami finds a weakness of Kalifa's ability: water.
After returning herself to normal, she creates a mirage of 5 Namis. Nami ends her fight with Kalifa. Franky shoots Chopper down into the sea, while Zoro and Sogeking are set free. Sanji seems to be at a disadvantage due to the active use of Tekkai Kenpo by Jabra, however he introduced a new technique "Diable Jambe", which finished off Jabra. Zoro finally defeats Kaku with his new power, Asura, while Luffy activates Gear Second in his fight against Lucci, who in turn transforms into his half-leopard form.
Robin finds out that Spandam is the son of Spandine, the man who invoked the buster call on Ohara. Sogeking stops Spandam with his Kabuto and saves Robin, while Franky releases her Seastone handcuffs. However, the Buster Call on Enies Lobby has just begun. Robin and Franky take down some marines, while the fight between Luffy and Lucci continues, the Gear 2nd effect finishes.
But, Ninjin is sick and cannot go to the festival. That makes Chopper and Luffy feel really sad. The next day, the greatest sakura tree of the park disappears, and Usopp thinks it was Luffy. The battle between Lucci and Luffy rages on. As Luffy's anger grows, he activates a new strength Gear Third. After receiving the impact from Luffy's Gigant Pistol, Lucci barely manages to get up , thus continuing his fight with the Straw Hat captain. We also find out about the sadistic CP9 agent's past thanks to Vice-Admiral Doberman, of how Lucci became the enforcer of his "dark justice.
Kokoro is revealed to be a mermaid. Meanwhile, Franky pulls Robin to her senses as she struggles to forget the trauma of Ohara's Buster Call. The bulls are good to use because they can go up ramps of water and move about the city.
Architecture is very colorful, often using a tan or peach color for the walls and roofs which are many time red and semi-circular; nearly all the roofs are of red color and texture. The houses are tiered to allow for more houses to take up room and are usually made keeping in mind the city sinks.
Some canals are wide enough for ships, but those are mostly just to let some ships enter the city so they may be docked somewhere. The city resembles a giant fountain in a volcano shape because of the tiered system of building houses.
This is where Iceburg lives. It is probably the largest home on the island and is generally well protected. A fight occurred here between the Straw Hat Pirates and CP9 , but the CP9 quickly beat them, since they were unprepared for battle, and CP9 were attempting to get away quickly on the Sea Train , but could not find the blueprints they were looking for.
Dock One is considered the best dock of the Galley-La Company, and is the only one shown. Dock One is one of the 7 docks once owned all by different companies. Each of them grouped together to form Galley-La Company. All of them are assumed to be roughly the same size, but Dock One has some of Galley-La's finest. Iceburg's mansion is near here. Luffy, Nami and Usopp had their gold exchanged here for ,, after almost being swindled for ,, This station becomes very crowded when Aqua Laguna comes, as many citizens board up their houses and leave for other islands.
Bushon and Stevie are two mustachioed employees at the station who enjoy gossip and eavesdropping, though they try to maintain some level of professionalism in their jobs. This is a bar run by Blueno when he was undercover. After the timeskip, Mozu and Kiwi work at the bar.
Franky usually stocked up on his cola here. Also, a large amount of gossip is spread or started here. The Franky Family lives here and uses it as a base.
Like most of Water 7, it is very colorful. After the Franky Family stole most of the Straw Hat's Belly , Usopp blamed himself for the loss and tried to get the money back by fighting them, but the Franky Family beat him up.
When the other fighters of the Straw Hats found Usopp, they took revenge by destroying the Franky House and fighting the rest of the Family. Franky was not there and later came looking to find Monkey D. The Franky Family later began construction to rebuild the house after Enies Lobby raid , and stopped to force Franky to join the Straw Hats.
Made up of the debris of hundreds of wrecked or scrapped ships this man-made island is featured prominently in Franky's flash backs. It later becomes the location for the construction of the Thousand Sunny. Rental Bull Shop is the place to rent Bulls. It is located at an entrance to the city from the Rocky Cape. The Bulls are kept in a fish tank with Yagara Bull two seat coaches costing 2, It was Luffy, Nami , and Usopp's first stop in the city.
Rocky Cape is a cape located on the outskirts of the city where the Straw Hats first docked. The following events are Non-Canon and therefore not considered part of the Canon story. Tsui Village is an anime-only location in Water 7. It is known by the citizens as a place of legends and the final resting place of Yagara Bulls. In reality, the spiritual realm exists and Tsui Village is located in the abandoned undergrounds of Water 7. Water 7 is slowly sinking. The current group of houses is built on top of the last group from at most a couple decades before.
Water 7 used to be on dry land, while Shipyard Island would be outside of the city. However, as centuries went by, as the water began to rise, the people of Water 7 would build new houses and buildings on top of the older buildings to survive.
Generations ago, the ancient weapon Pluton was constructed here, before it was shipped off to Arabasta. The blueprints , however, remained in Water 7 for generations. Gol D. Roger visited this city, the fish-man shipwright Tom built him his ship, Oro Jackson. Twenty-two years ago, the city was dying, pirates had pillaged the trade ships that the populace depended on to survive. Tom was put on trial for building Roger's ship but Tom made a deal that he wanted to build a Sea Train to save Water 7 from becoming a ghost town, repelling pillaging pirates.
The judge liked the idea and gave him ten years to build it. Tom built the tracks that connect to Pucci , St. Poplar , San Faldo and Enies Lobby. After that, Water 7 was saved from becoming a ghost town and once again it was a thriving city. A man named Spandam tried to obtain the blueprint from Tom, who refused to give it to him. Spandam had to frame Tom and his workers to be able to acquire it but Tom sacrificed himself to release his workers from government custody.
Formerly, Water 7 had seven docks, each were large dry docks used for building ships. Each one was run by a different company. One day, a student of Tom , named Iceburg united all 7 docks into one company, named Galley-La Company. Ever since the docks have worked as one, each taking orders and building ships as part of the same group, however Dock One is known for having the best shipwrights and building the best ships.
